CVSA pushes for time limits on personal conveyance use

The Commercial Vehicle Safety Alliance (CVSA) says it's time to put a cap on how long truckers can use personal conveyance time. The request was made public on July 29, 2025, when the group sent comments to the U.S. Senate.

What CVSA wants: They want a set maximum time limit for personal conveyance, saying there's been a rise in drivers stretching this rule to get more driving hours logged as off-duty.

  • Inspectors have seen drivers claiming personal use even when moving between loads or searching for parking for hours.
  • CVSA reports drivers may sometimes use personal conveyance for up to 10 hours, switch to it when near HOS infractions, or drive long distances that don't really count as "personal" driving.
  • As a result, false log violations and personal conveyance violations have jumped in recent years.

By the numbers: In a 2023 CVSA survey, improper use of personal conveyance was found in nearly 40% of cases reviewed. Log violations involving personal conveyance went from the 60th most common in 2021 to the 27th in 2024.

CVSA argues this added driving time increases the risk of driver fatigue on the road, possibly making highways more dangerous for everyone, according to the FMCSA.

No changes have yet been made to federal rules. The FMCSA currently defines personal conveyance but does not set a time limit.
